The National Waste Policy Action Plan: A Strategic Overview for Industry Leaders

In the daily operations of a product business, it is easy to become fixated on the immediate hurdles: the latest APCO report, a specific state-based plastic ban or a supplier negotiation. However, to truly future-proof a business, leaders must look higher up the chain.

The specific rules we deal with daily do not exist in a vacuum. They are downstream effects of a broader national strategy: The National Waste Policy Action Plan.

This is the Federal Government's "North Star" for waste management. It is the framework that coordinates the states, drives infrastructure funding and sets the agenda for the next decade. Understanding this plan is critical because it tells us not just what is happening now, but where the entire Australian economy is heading by 2030.

As we move through late 2025, the impact of this plan is shifting from theoretical targets to tangible economic reality. Here is a strategic overview of the plan's core pillars and what they mean for Australian industry.

The "Onshoring" of Responsibility: The Waste Export Bans

The most significant structural change driven by the National Waste Policy is the COAG Waste Export Ban.

Historically, Australia relied on exporting its recycling problems to Asia. We collected waste, baled it and shipped it offshore. The Action Plan ended this. We now have full bans in place on the export of unprocessed waste plastic, paper, glass and tyres.

This policy has forced the rapid development of a domestic "remanufacturing" industry. Australia is now legally required to process its own waste.

  • For Brand Owners: This is good news. It means that local supply of high-quality, food-grade recycled content (like rPET and rHDPE) is increasing as new local facilities come online.

  • The Risk: It also means that packaging formats that are difficult to process locally are becoming a liability. If a format cannot be processed in Australia, it can no longer be shipped away. It will ultimately end up in landfill, attracting higher levies and scrutiny.

While much attention has been paid to the 2025 National Packaging Targets, the National Waste Policy Action Plan sets broader, more aggressive goals for 2030.

The headline target is an 80% average resource recovery rate from all waste streams.

To achieve this jump in recovery, the government is moving beyond voluntary stewardship. We are seeing a shift toward:

  1. 1. Product Stewardship: Expanding regulated schemes for products like electronics, batteries and packaging to ensure manufacturers pay for the end-of-life cost of their goods.

  2. 2. Harmonisation: A concerted push to align the fragmented state-based bin systems (e.g., standardising what goes in the yellow bin nationally) to improve the quality of recycling streams.

The Economic Lever: Government Procurement

One of the most powerful but overlooked pillars of the Action Plan is the commitment to stimulate demand for recycled products.

The Federal and State Governments are some of the largest purchasers of goods and services in the country. The Action Plan commits them to prioritise procurement of products made with recycled content.

The Strategic Implication:

If you supply to government or to large contractors who supply the government, your sustainability credentials are about to become a competitive advantage. Having packaging and products made from Australian-sourced recycled content will likely become a weighted criteria in future tender processes.

Victoria's timeline closely mirrors NSW but with specific nuances.

The National Waste Policy Action Plan is a clear signal that the linear "take-make-waste" economy is being dismantled by design.

For industry leaders, the strategy is clear: align your business with the national flow. This means designing packaging that can be processed in Australian facilities, incorporating local recycled content to support the domestic market and preparing for a regulatory environment where you are financially responsible for the waste you create.

This is no longer just environmental policy; it is economic policy. And in the Australian market of 2026 and beyond, circularity is the baseline for doing business.
